海外で生まれた場合、出生時間は日本時間に直す必要があるのでしょうか？

答えは いいえ です。

四柱推命では 生まれた場所の現地時間 を基準に命式を計算します。

つまり、出生証明書などに記載されているその地域の時間をそのまま入力すれば大丈夫です。
